A fiery, garlicky Libyan-style fish stew: tender potatoes simmered in a spiced tomato broth, then firm white fish poached in the sauce until it reaches a safe 145°F (63°C) and finished with a bright, herby chermoula. Serve with crusty bread for mopping.

Steps

Before you start
  • Marinate the fish in about one-third of the chermoula for 20 minutes; the rest is used in the stew base and stirred in at the end for fresh flavor.
  • Ask for thick, firm fillets (cod, haddock, halibut or sea bass) so they stay in large pieces while simmering.
  • Have an instant-read thermometer ready: the fish is done only when the thickest piece reaches 145°F (63°C).
  • Heat level is adjustable: use 1 chili for medium-hot, 2 or more (or the harissa) for properly Libyan-hot.
  • Pat the fish dry and keep it refrigerated until you marinate it.
  1. Make the chermoula

    • In a food processor, combine the cilantro, parsley, garlic, cumin, paprika, lemon juice and the 3 tablespoons (45 ml) olive oil for the chermoula.
    • Pulse 10-15 times, scraping down the sides, until a coarse, spoonable green paste forms.
    • Do not purée completely smooth.

    Ready when: Coarse paste with visible herb flecks, no whole garlic pieces

    Tip: No processor? Mince everything finely and mash with the oil in a mortar.

  2. Marinate the fish

    • Sprinkle the fish chunks with ½ tsp salt.
    • In a bowl, gently toss with about one-third of the chermoula (roughly 3 tablespoons) until coated.
    • Cover and refrigerate 20 minutes.
    • Keep the remaining chermoula covered in the fridge.

    Tip: Don't marinate longer than 30 minutes; the lemon juice will start to firm the flesh.

  3. Soften the onion

    • Heat the 3 tablespoons (45 ml) stew olive oil in a large lidded sauté pan over medium heat.
    • Add the onion and ¼ tsp of the stew salt.
    • Cook, stirring often, 7-8 minutes until soft, translucent and just starting to turn golden at the edges.

  4. Bloom paste and chilies

    • Add the tomato paste, sliced chilies and harissa (if using).
    • Stir constantly for 2 minutes until the paste darkens to a brick red and smells sweet and fragrant.
    • Stir in 2 tablespoons of the remaining chermoula and cook 30 seconds.

    Ready when: Paste turns brick red and sticks slightly to the pan

    Tip: Ventilate the kitchen; chili fumes can be sharp.

  5. Simmer the potatoes

    • Pour in the crushed tomatoes and water, add the potatoes and the remaining stew salt, and stir.
    • Bring to a boil, then reduce to medium-low.
    • Cover and simmer 15-18 minutes, stirring once or twice, until a potato cube is easily pierced with a knife but still holds its shape.

    Tip: If the sauce looks thick, add a splash of water so the fish can be nestled in.

  6. Poach the fish

    • Taste the sauce and adjust salt.
    • Nestle the marinated fish chunks into the sauce in a single layer, spooning some sauce over the tops.
    • Cover and simmer gently over medium-low heat for 6-8 minutes.
    • Insert an instant-read thermometer into the thickest piece: it must read at least 145°F (63°C), and the flesh should be opaque and flake easily.
    • If not, cover and cook 1-2 minutes more and check again.

    Tip: Don't stir; shake the pan gently instead so the fish stays in large pieces.

  7. Finish and serve

    • Turn off the heat.
    • Drizzle the remaining chermoula over the stew and let it sit 2 minutes.
    • Ladle into shallow bowls, making sure each gets fish and potatoes.
    • Serve with lemon wedges and warm crusty bread.

Good to know

Tips
  • Cut the fish into large chunks; small pieces overcook and fall apart.
  • Keep the simmer gentle; a hard boil toughens the fish and breaks up the pieces.
  • Taste the sauce before adding fish; it is much harder to fix seasoning afterward.
  • Serve with extra harissa or sliced chilies at the table so everyone sets their own heat.
Make ahead

Make the chermoula up to 2 days ahead (cover with a thin film of oil). The stew base through the potato step can be made 1 day ahead; reheat to a simmer before adding the fish.

Storage & reheating

Fridge: airtight container up to 2 days. Freezing is not recommended (potatoes turn grainy and fish softens). Room temperature: no more than 2 hours. Reheat gently in a covered pan over low heat 5-8 minutes until hot (165°F / 74°C), adding a splash of water.

Substitutions
  • firm white fish fillets (cod, haddock, halibut or sea bass) → Shrimp or mixed seafood. Shrimp need only 3-4 minutes of poaching until pink and opaque (145°F / 63°C).
  • waxy potatoes (Yukon Gold or red) → Sweet potatoes or carrots. Cut to the same size; cooking time is similar.
  • canned crushed tomatoes → Fresh ripe tomatoes, grated or chopped (about 2 lb / 900 g). Simmer 5 minutes longer for a thick sauce.
  • fresh hot red chilies (such as serrano or finger chilies) → ½-1 tsp cayenne or crushed red pepper. Add with the tomato paste.
