Steps

Before you start
  • Harissa brands vary a lot in heat and saltiness. Paste from a tube or jar is the easiest to measure. Start with the lower amount if yours is very hot.
  • Keep the stock hot in a saucepan at a bare simmer. Cold stock stalls the rice and makes the texture uneven.
  • Peel and cut the carrots into pieces of the same size so they roast evenly.
  • Preheat the oven to 425°F (220°C) with the rack in the center.
  • Read the timing: the carrots roast while you start the risotto base, so prep everything before you begin.
  1. Preheat and toss carrotsOven 425°F / 220°C

    • Position a rack in the center of the oven and heat to 425°F (220°C).
    • Line a large rimmed baking sheet with parchment.
    • In a large bowl, whisk the 2 tbsp harissa for roasting, 2 tbsp olive oil, honey and ½ tsp salt until smooth.

    • Meanwhile, move on to the next steps.
    • Set aside about one-third of the carrots (about ¾ cup) for topping, and keep the rest for stirring in.

    Ready when: Carrots are tender when pierced with a fork, with darkened, caramelized edges but not burnt.

    Tip: Crowded carrots steam instead of roast, so use a second sheet if they overlap.

  3. Heat the stock, toast cumin

    • Pour the stock into a medium saucepan and bring to a bare simmer over medium-low heat, then keep it hot.
    • In a small dry skillet over medium heat, toast the cumin seeds for 1–2 minutes, shaking the pan, then crush them coarsely with the flat of a knife or a mortar.

    Ready when: Cumin smells nutty and fragrant and is a shade darker.

    Tip: Pull the cumin off the heat the moment it smells toasty, as it turns bitter quickly.

  4. Soften the onion

    • In a wide, heavy 4-quart pot over medium heat, melt 2 tbsp butter with 1 tbsp olive oil.
    • Add the onion and ½ tsp salt and cook, stirring often, for 6–8 minutes.
    • Add the garlic and crushed cumin and cook 1 minute more.

    Ready when: Onion is soft and translucent with no browning, and the garlic smells fragrant.

    Tip: Lower the heat if the onion starts to brown. Browned onion will make the risotto taste bitter.

  5. Toast the rice

    • Add the arborio rice to the pot and stir constantly for 2 minutes so each grain is coated in fat and heated through.

    Tip: Do not rinse the rice. Its surface starch makes the risotto creamy.

  6. Add the wine

  7. Add stock gradually

    • Add 1 cup (240 ml) of hot stock and stir often at a steady, gentle bubble over medium to medium-low heat.
    • When the pan looks almost dry again and the rice leaves a trail when you drag the spoon through it, add another ladleful or about ¾ cup (180 ml).
    • Continue for 18–22 minutes, until you've used about 5½ cups of stock.

    Ready when: The rice is creamy and loose, and a grain bitten in half is tender with a slight firmness (al dente) at the very center.

    Tip: Taste a grain at 18 minutes. If it's still chalky, keep adding stock a little at a time, using the remaining stock or hot water.

  8. Fold in the carrots

    • Stir in the larger portion of roasted carrots (about two-thirds) and cook 1–2 minutes, adding a splash of stock if needed.
    • Gently mash a few cubes against the pot side so they color the rice.
    • The risotto should flow slowly into a flat pool when spooned onto a plate.

    Ready when: Risotto is loose and creamy, not stiff or stodgy, and orange from the carrots.

    Tip: Risotto thickens as it stands, so make it slightly looser than you want it on the plate.

  9. Finish with butter and lemon

    • Take the pot off the heat.
    • Stir in the cold butter pieces, lemon zest, and 1 tbsp lemon juice, plus half the feta.
    • Cover and let it rest for 3 minutes, then taste and add more salt, pepper or lemon juice as needed.

  10. Serve

    • Spoon the risotto into warm shallow bowls.

Tips
  • Stir often but not constantly after the first few additions; gentle agitation releases starch for creaminess.

  • Taste your harissa first. If it's very hot, reduce the stirred-in amount and add more at the end.
  • Use a wide pot so the liquid reduces evenly and the rice cooks in a thin layer.
Make ahead

"Roast the carrots up to 2 days ahead and refrigerate in an airtight container; rewarm on a baking sheet at 400°F (200°C) for 5 minutes. Risotto itself is best made right before serving."

Storage & reheating

"Room temperature: up to 1 hour. Fridge: airtight container up to 3 days. Freezer: not recommended, as the rice turns mushy. Reheat in a saucepan over low heat with a splash of stock or water, stirring until loose and hot. Best used for risotto cakes if stiff."

Substitutions
  • arborio rice → carnaroli rice. Same quantity; it is slightly more forgiving and very creamy.
  • dry white wine → additional vegetable stock plus 1 tbsp lemon juice. Use ½ cup (120 ml) stock; adds acidity without alcohol.
  • feta cheese → goat cheese. Creamier and milder; use the same weight.
  • unsalted butter → extra-virgin olive oil. Makes the dish dairy-lighter and vegan if you also swap the feta and honey (use maple syrup).
